Hong Kong New Capital Investment Entrant Scheme and Family Office Forum

Three-day programme: policy discussion alongside institutional visits

From 24 to 26 April 2024, the Hong Kong New Capital Investment Entrant Scheme and Family Office Forum was held in Hong Kong. The forum was hosted by Transcend Family Office and co-organised by Transcend Wealth, FGI Group Holdings and Immigration Circle. Its three-day agenda comprised policy discussion and guest addresses on the first day, on-site visits to international financial institutions and information-service providers on the second day, and a visit to the Centre for Family Business at The Chinese University of Hong Kong on the third day. The forum brought together representatives from government departments, international accounting firms, asset-management institutions and the family-office sector. As a co-organiser, FGI participated throughout the preparation and delivery of the forum.

Discussion of CIES policy and family-office issues

The first day focused on Hong Kong’s New Capital Investment Entrant Scheme (CIES) and family-office topics. Duan Ting, vice president of Family Office at Invest Hong Kong (InvestHK); Wang Wenhui, Greater China Family Enterprise Leader at Ernst & Young (EY); Ye Yunkai, chief executive officer of EverTime Capital; and other guests attended and delivered remarks, sharing professional perspectives and experience on the policy framework and family-office practice. Day one · Roundtable exchange

Multiple discussions: investment policy and the family-office ecosystem

The first-day agenda included several in-depth discussion and exchange sessions. Guests discussed Hong Kong investment-migration policy, the establishment and governance of family offices, policy-detail interpretation, the development of the family-office ecosystem, tax and compliance arrangements, and the regulatory framework for cross-border asset allocation. The discussions gave participants first-hand perspectives from government and professional institutions and facilitated direct exchanges among government departments, professional institutions and industry participants. Day two · Institutional visits

Visits to global financial institutions and information-service providers

On the second day, the forum organised on-site visits to international institutions, including UBS, J.P. Morgan and Bank of Singapore (BOS), as well as visits to several insurance companies, Bloomberg and real-estate projects. Senior executives of UBS attended the visit and delivered remarks introducing its private-banking and family-office service framework. The itinerary enabled participants to gain a direct understanding of the service structures, investment-research capabilities, information-platform operations and cross-border custody arrangements that global financial institutions offer to high-net-worth families, and to exchange views with institutional representatives on the practical delivery of family-office services.

Day three · Academic visit

Centre for Family Business at The Chinese University of Hong Kong

On the third day, participants visited the Centre for Family Business at The Chinese University of Hong Kong (CUHK). From an academic-research perspective, they explored family-business governance, intergenerational succession and long-term trends in the family-office sector, and exchanged views with the Centre on the talent-development and research-support resources underpinning Hong Kong’s role as a family-office hub. This concluded the three-day forum programme.
