In December 2024, FGI Group Holdings held a meeting with a former director of Portugal’s Agency for Integration, Migration and Asylum (AIMA), together with a FUTURE Summit, in Shanghai, Shenzhen and Beijing. Former AIMA Director Sonia Pereira attended in person, joining representatives from the legal and fund-management sectors to interpret Golden Visa policy and changes to Portugal’s nationality law.

This event series toured Shanghai, Shenzhen and Beijing, opening dialogue on developments in Portuguese residence-application policy and investment prospects. Attendees included Sonia Pereira, former Director of AIMA; André Miranda, Founding Partner of Pinto Ribeiro Law Firm; Pedro Mauricio, Fund Manager at Quadrantis Capital; a representative of Fosun Asset Management (FAM); and Dr Wu Mingqi, Liang Jiankang and Liu Yingwei of FGI Group Holdings. Industry-association representatives and two approved-client representatives also joined on-site exchanges. Against the backdrop of a continuously evolving global economic landscape, Portugal’s location, cultural heritage and open policies had drawn global investor attention, providing the practical context for this roadshow dialogue.


Drawing on her front-line professional experience in immigration policy, Sonia Pereira provided a systematic analysis of Portuguese policy and institutional reform. Her presentation covered the current situation of foreign arrivals, policy direction, the history of reform and current priorities, illustrating Portugal’s continuing efforts to improve immigration administration and residence-processing services. Dr Wu Mingqi also interpreted Portugal’s Golden Residence Permit from the perspective of his own investment experience and family considerations, offering a reference framework for attending families on education, life in Europe and tax arrangements. During the FUTURE Summit, Sonia Pereira addressed simplified application arrangements following the 2024 revision of Portugal’s nationality law. Key points included calculating the relevant nationality period from online submission of the application, and the possibility of meeting the language requirement through certification of a 150-hour Portuguese-language course. The explanation provided attendees with a direct reference for understanding the application route under the new law. André Miranda, Founding Partner of Pinto Ribeiro Law Firm, shared an in-depth perspective on the Golden Visa legal framework. He also set out potential legal routes for addressing processing-efficiency issues, offering professional guidance on legal matters investors may encounter in residence applications.
Two approved-client representatives shared their considerations in choosing Portugal for residence and asset allocation, as well as their experiences of life in Portugal. They also reflected on the full journey from step-by-step support with document submission to completing biometric collection in Portugal, giving attendees a real-life picture of overseas residence and a reference for application experience.

The investment session considered investment conditions, residence requirements and available routes under Portugal’s Golden Residence Permit, and used practical cases to explain the role of investment arrangements in residence applications. A representative of Fosun Asset Management (FAM) analysed Fosun Group’s business footprint and investment strategy in Portugal and China, citing Group operating data that indicated Portugal operations contributed around 60% of the Group’s overseas revenue. The forum also discussed allocation opportunities in a changing global interest-rate environment, including long-duration euro and US-dollar bonds, and the institutional safeguards of Portugal’s investment environment: rigorous supervision, independent compliance oversight, fair decision-making and information transparency.
